goa news The issue of an illegal hotel operating in a developmentally restricted area in Mandrem was raised in the Bombay High Court in Goa on Friday, September 27. The court reprimanded the Goa Coastal Zone Management Authority (GCZMA) for delaying action after a complaint was filed regarding the hotel. The bench, consisting of Chief Justice Devendra Kumar Upadhyay and Justice Bharat Deshpande, instructed that if violations of CRZ (Coastal Regulation Zone) rules were found after an inspection of the hotel on Saturday, the hotel should be closed immediately.
Anthony Carvalho filed a petition in the court regarding this serious matter, naming the state government, GCZMA, and three Naik brothers—Lakshmikant, Sadguru, and Baburao—as respondents. The complaint was about the construction of an illegal hotel on land parcels no. 269/9 and 267/2 near the Mandrem beach, which lies in a developmentally restricted area. Carvalho had filed the complaint with GCZMA on April 18, 2024. As no action was taken, the petition was filed in the High Court. The court heard the petition on Friday, during which the petitioner’s lawyer presented the issue and also highlighted that the respondents had constructed a swimming pool and permanent structures for the hotel without any permissions.
The court expressed its displeasure over the delay in action by GCZMA. It directed that the concerned area be inspected on Saturday and ordered the hotel to be sealed if violations of CRZ regulations were found. The next hearing is scheduled for October 7.
